尼泊尔—中国凯拉斯文化促进发展协会（简称：凯拉斯文促会,英文名称为：Nepal-China Kailash Culture Promotion Development Association，简称NCKCPDA），于2014年3月，经向中国驻尼泊尔大使馆申请获准，并依照尼泊尔国家法律在尼注册成立的非营利民间组织，也是尼泊尔境内唯一得到两国承认的合法机构。机构成员主要由在尼长期定居，有志于推进尼中民间友好，传播中华文化，助力尼泊尔经济发展和民生改善，关心居尼藏胞生活质量改善的部分爱国藏胞和尼泊尔友好人士组成。
In March 2014,Nepal-China Kailash Culture Promotion Development Association (NCKCPDA) was approved by the Chinese Embassy in Nepal and registered a non-profit private organization in accordance with the national laws of Nepal. The organization is also the only legitimate institution recognized by both countries in Nepal. The members of the organization are composed of some patriotic Tibetans and Nepalese friendly personages who have settled in Nepal for a long time. They are interested in promoting the friendship between Nepal and China, spreading Chinese culture, promoting Nepal's economic development and livelihood improvement as well as caring about the life quality improvement of Tibetans living in Nepal.
凯拉斯文促会遵循中国政府“以邻为伴，与邻为善”、“睦邻，安邻，富邻”以及“亲、诚、惠、容”的周边外交政策。赞赏尼泊尔政府坚持一个中国政策，不允许任何势力在尼领土从事反华活动的立场，秉持“团结联系尼中各界友好人士及团体，增进双方相互理解与友谊”的理念，致力于推动双边在经贸科技、文化教育、新闻传播、旅游观光、生态环保、体育卫生，以及公益慈善、人文交流等各领域的友好往来与合作。
NCKCPDA adheres to the foreign policy of the Chinese government, such as "being a good neighbor and partner", "bringing harmony, security and prosperity to neighbors" and "a neighborhood diplomacy of amity, sincerity, mutual benefit and inclusiveness". It expressed appreciation for the Nepalese government's adherence to one-China policy and it will never allow any forces to engage in anti-China activities in Nepalese territory. The association adheres to the principle of "unite with the friendly people and groups from all walks of life to enhance mutual understanding and friendship between Nepal and China" to promote friendly exchanges and cooperation in trade, science and technology, culture and education, journalism and communication, tourism, ecological protection, sports and sanitation as well as charitable, cultural exchanges and other fields.
尼泊尔位于喜马拉雅山脉南麓，是中国的传统友好邻邦。两国有着1414公里的共同边界，尼泊尔15个县与中国西藏接壤，在尼泊尔境内聚居着4万多藏胞。举世闻名的喜马拉雅山脉已成为两国人民紧密相连、睦邻友好的象征。尼泊尔与中国山水相连、文化相近、人脉相亲、守望相助，两国是好邻居、好朋友、好伙伴，也是大小国家平等相处的典范。
Nepal is located in the southern foothills of the Himalayas and is a traditional friendly neighbor of China. The two countries share a common border of 1, 414 kilometers. Nepal's 15 counties share borders with China's Tibet and more than 40,000 Tibetans live in Nepal. The world-famous Himalayas have become a symbol of the close connection and good-neighborliness between the people of the two countries. Nepal and China are linked by mountains and rivers with similar cultures, close contacts and mutual assistance. The two countries are good neighbors, good friends and good partners. They are also examples of countries big and small getting along on an equal footing.
尼中人民友好交往的历史源远流长。相传文殊菩萨从中国五台山来到尼泊尔，劈山排水，造就了加德满都河谷。公园七世纪中叶，佛教经由尼泊尔传入中国西藏，尼中之间开始互遣友好使者。玄奘曾到佛陀诞生地兰毗尼礼佛，吐蕃赞普松赞干布迎娶尼泊尔的赤尊公主,为佛教传入西藏做出了重要贡献。元朝时期，尼泊尔工艺师阿尼哥应邀到西藏修造佛塔，而后，应中国皇帝之邀到北京监造佛塔，由他监造的白塔迄今矗立。尼泊尔著名诗人拉克希米•普拉萨德•德沃柯特所著的，描写忠贞爱情故事以及中国西藏与尼泊尔人民间互帮互助的感人故事《穆纳与马丹》在尼泊尔家喻户晓，在中国西藏也有很高的知名度。尼泊尔爱情歌曲--《姑苏米如玛》在尼泊尔和西藏地区广为传唱。尼中两国人民的友好往来世代相传延续至今。2015年发生在尼泊尔的强烈地震，牵动着中国人的心，数十家救援团队和民间组织迅速赶赴尼泊尔参与救援，这是中国民间组织规模最大的一次援外行动。一段段佳话，一个个故事，无不真实地记录着中尼之间的传统友谊。现如今，“一带一路”倡议为传承和发展尼中民间友好提供了广阔空间。共商、共建、共享“一带一路”、构建“人类命运共同体”是中国政府的倡议，也是尼泊尔人民的心声。民心相通是“一带一路”的重要内容，也是尼中友好的社会根基。我们深深地感受到“国之交在于民相亲，民相亲在于心之交”的真切道理，凯拉斯文促会的初衷和目标，就是要成为新时期传承和发展尼中人民友好的桥梁和纽带，助推尼中两国人民友好不断迈上新的水平。我们真诚地希望，通过文促会这个平台，组织开展具有地域民族特色的文化展览、学术研讨、人文交流、公益慈善、民族宗教和藏文化交流等活动，促进尼中人民更加相互理解，更加彼此亲近，更加互为支持。本会将团结联系尼中各界友好人士，带动更多的爱国藏胞树立家国情怀，旗帜鲜明地反对分裂中国的图谋，传播中国声音，谱写尼中人民友好新的美好篇章。同时，也致力于使更多尼泊尔民众和居尼藏胞从中国得快速发展中获得红利。
The history of friendly exchanges between the Nepalese and Chinese people can date back to ancient times.It is said that Manjusri Bodhisattva came to Nepal from Wutai Mountain in China and split the mountain to create the Kathmandu Valley. In the middle of 7th century, Buddhism was introduced into Tibet via Nepal and the two countries began to send friendly envoys to each other. Xuanzang went to Lumbini Buddha, the birthplace of Buddha, and Songzan Gambo, the Tubo king in the 7th century married Princess Chizun of Nepal, which made important contributions to the introduction of Buddhism into Tibet. During the Yuan Dynasty, Nepalese craftsman Anigo was invited to Tibet to build the pagoda. And then, at the invitation of the Chinese emperor, he went to Beijing to supervise the construction of the White Pagoda, which still stands like a giant today. Muna and Madan, a touching story of loyalty and love and of mutual help between Tibetan and Nepalese people written by the famous Nepalese poet Lakshmi Prazad de Wakert, is well known in both Nepal and in Tibet, China. A love song in Nepal --Gusuo maruma is widely sung in Nepal and Tibet. The friendly exchanges between the Nepalese and Chinese peoples have continued from generation to generation. Dozens of rescue teams and civil society organizations rushed to Nepal to take part in rescue of the massive earthquake that struck Nepal on 2015, the largest foreign aid operation by a Chinese civil society. Every good story passed one by one is a true record of the traditional friendship between China and Nepal. Today, the “The Belt and Road” initiative provides a broad space for inheriting and developing the friendship between the Nepalese and the Chinese. It is not only the initiative of the Chinese government but also the aspiration of the Nepalese people to discuss, build and share “The Belt and Road” and “a community of shared future for mankind”. The mutual support of the people is an important content of "Belt and Road" and the social foundation of the friendship between Nepal and China. We are deeply aware of the truth that "the exchanges between countries focuses on the acquaintance of the people while the acquaintance of the people focuses on the heart-to-heart friendship". The original intention and goal of the NCKCPDA are to serve as a bridge and link for the inheritance and development of friendship between the Nepalese and Chinese people in the new period as well as to further the friendship between the two peoples. We sincerely hope that through this platform, we will organize and carry out cultural exhibitions with regional and ethnic characteristics, academic seminars, cultural exchanges, public welfare and charity, ethnic religions and Tibetan cultural exchanges to promote greater understanding, closeness and mutual support among the Nepalese and Chinese peoples. The Association will unite with friendly personages from all walks of life in Nepal and China, encourage more patriotic Tibetans to cultivate emotions of family and country, take a clear-cut stand against the plot to split China, spread the Chinese voice and write a new and beautiful chapter of friendship between the Nepalese and the Chinese. At the same time, it is also committed to making more Nepalese people and Tibetans living in Nepal benefit from China's rapid development.
成立三年多来，协会在国内许多爱心人士和公益同行的支持下，砥砺前行，迈出了可喜的步伐，付出了不懈地努力，收获了令人欣慰的成果。
Since its establishment for more than three years, with the support of many warm-hearted people and public welfare peers in China, the Association has taken gratifying steps and made unremitting efforts to gain satisfying results.
