Nepal is a developing country and diverse region of Nepal is lag behind to the light of development. Elderly people, adolescent, women, students and children from poor Communities are highly affected due to the disparities in the development of the nation. Due to the reason, people are suffering from poverty, unemployment, malnutrition, illiteracy, gender and social disparities etc. Considering the key priorities of the country, Nepal-China Kailash Culture Promotion Development Association initiates to work on key social issues like health, agriculture, education and to develop economic status with income generating activities and social diversification to establish self-dependent and self-supporting society of marginalized and deprived community. It is a non-governmental, on-profitable and non-political organization that works for social benefits which is established on 2014 and its SWC affiliation number is 40182. It also provides and advocates focusing in the provision of necessary technical assistance for holistic development of women, children, elderly people, indigenous, tribal, and disadvantaged and Dalits including socially backward groups by protecting their rights. It reinforces tourism development by publicizing and promoting culture, language, traditions, script, music, arts between Nepal and China. Majorly, it supports to build physical infrastructure for basic needs like education, health, water supply, environmental conservation, sewage system, irrigation and schools and focus in the education of elderly and illiterate people with the slogan of “education for all” focusing in the development of technical and informal education via local language and philosophy of Buddha. Additionally, it also establishes scholarship opportunities for sincere students and students for disadvantaged community.

- Project Background 项目背景
This school was established 2010 BS from satal .After few years school was expanded in building . The earthquake on 25 April, 2015 and its strongest aftershock on 12 May, 2015 have affected 57 districts, 1,120 VDCs and 71 municipalities. Out of them, 14 districts are severely affected districts. The Government of Nepal (GON) has categorized them as 'A'. The A-Category districts include Gorkha, Kathmandu, Bhaktapur, Lalitpur,Sindhupalchowk, Ramechhap, Dolakha, Nuwakot, Dhading, Rasuwa, Sindhuli,Okhaldhunga, Makwanpur, and Kavrepalanchowk. In these districts, many physical infrastructures of schools were damaged and even collapsed. Among those, Shree Janakalyan Secondary school situated at Boudhha also severely damaged by the devastating earthquake. The school has been providing quality education to 1400 students of the deprived communities of the Kathmandu district around Bouddha area. Due to damaged structure of school building, school children attended lessons in temporary classrooms made of bamboo and in tents on playing fields after their schools were badly damaged in the quake. Therefore, it is necessary to rebuild the school building to resume the education in sound environment and resilient building where school children could learn freely and effectively.
这所学校是于2010年建立的。因为2015年4月25日的地震和2015年5月12日余震,使得尼泊尔57个区,1120个vdc和71个市。其中14个区受到严重破坏,尼泊尔政府将它们归类为“A”级受损区。在这些地区,许多学校的基础设施遭到破坏,甚至倒塌。其中,位于Boudhha的Shree Janakalyan中学也受到毁灭性地震的严重破坏。学校为Boudhha地区以及加德满都周边贫困社区的1400名学生提供优质教育。由于校舍结构受损,学校的孩子们在地震后,只能在竹子搭成的临时教室和操场上的帐篷里上课。因此,有必要重建校舍,恢复良好的学习环境使学校学生能够更好的学习。
- Feasibility Study/Base line Survey 项目可行性调查
After the devastating earthquake, ministry of education priorities school buildings for Seismic assessment based on their level of potential risk to life safety in an earthquake. The earthquake resilience (EQR) programmed managed assessment of priority buildings by engineers to manage the strengthening or demolition work for earthquake-prone Buildings. During the assessment, deployed engineer marked the school buildings with a red sticker. Considering the field survey report of deployed engineer, school management Committee decided to demolish the structure and rebuild the school.
毁灭性的地震发生后,教育部根据校舍在地震中对生命安全的潜在危险程度,优先对校舍进行抗震评估。地震恢复能力(EQR)由工程师对建筑进行了规划管理评估,以管理地震后建筑的加固或拆除工作。在评估过程中,部署工程师用红色贴纸标记学校建筑。考虑到部署工程师的实地考察报告,学校管理委员会决定拆除结构,重建学校。
- Problems identified in the Project area 项目中发现的问题
Due to the severely damaged condition of the school building, 14 hundreds school children’s future was in trouble. When school was reopened after the deadly earthquake, students were supposed to have the opportunity to be with their friends and teachers and to try to cope with the trauma of the earthquake but the poor condition of the school did not provide them the fearless and secured space of learning neither it provided the opportunity to forget the trauma. The field survey report of the ministry of education marked the structure to be demolished and in a same way the school management committee also decided to demolish and rebuild the structure but to lack of financial support, school itself unable to do. Therefore, they were in need of financial aid to rebuild earthquake resilient school.
由于校舍严重受损,1400个学生的未来陷入困境。虽然学校在地震后重新开放,但糟糕的状况让学生们的安全得不到保障。教育部的实地调查报告指出,该建筑将被拆除,学校管理委员会也决定拆除并重建该建筑,但由于缺乏资金支持,学校本身无法重建学校。因此,他们需要财政援助来重建抗震学校。
5.Project Implementation Process /Methodology 项目实施过程/方法
The assessment of the condition of the school building by engineer deployed from ministry of education stated the poor condition of the building due to earthquake and marked it as to be demolished. The school management committee decided to demolish the structure but they were searching for financial support for it. At the time, Nepal-China Kailash Culture Promotion Development Association (NCKAPDA) operated a demand driven approach based on participatory need assessment and agreed to support in rebuilding the school building and other essential infrastructure in the school in a modern way. The project is implemented with an agreement with the school management committee of Shree Janakalyan Secondary school including technical experts of construction, construction committee of the school and other related stakeholders of the school including in close coordination of Government authorities and local bodies. The participation of the committee will be ensured in planning, implementation and monitoring of the project interventions.
教育部派遣的工程师对校舍的状况进行了评估,指出校舍因地震状况不佳需要拆除。学校管理委员会决定拆除这个建筑,但他们正在寻求财政支持。当时,尼泊尔-中国凯拉斯文化促进发展协会(NCKAPDA)以参与性需求评估为基础,采取需求驱动的方式,同意支持学校重建校舍和并提供其他必要的基础设施。本项目与Shree Janakalyan中学学校管理委员会达成协议,并与政府部门和地方机构密切协调。尼泊尔-中国凯拉斯文化促进发展协会将对项目进行规划、执行和监测。
Nepal-China Kailash Culture Promotion Development Association (NCKAPDA) will work in close coordination with the school committees. They will submit annual progress and audit report to the Social Welfare Council and concerned ministries including District Development Committee, Municipality and local Government. The organization will submit annual report in the prescribed format of the Social Welfare Council. The quarterly/annual progress report of the project will be produced and to be submitted to Qinghai Province Yushu Tibetan Autonomous Prefecture People's Government and The Red Cross Society, China.
尼泊尔-中国凯拉什文化促进发展协会(NCKAPDA)将与学校重建委员会密切合作。他们向社会福利委员会和有关部门,包括区发展委员会、市和地方政府提交年度进展和审计报告。该组织将以社会福利理事会规定的格式提交年度报告。同时该项目的季度/年度进展报告将提交援建项目资金援助方—中国青海省玉树藏族自治州任命政府、红十字会。

7.2 Earthquakes Building Dismantle Process

Before Signing the Project mutual understanding of Nepal Government the Department of Education given permission to demolished this totally damaged building block. It’s totally demolished in one month.

地震让就教学楼出现墙体开裂,对旧教学楼进行改造和粉刷。
Ground work job was very difficulties to layout due to earthquakes cracked, our engineers team manage the ground level before then strong. Project removed the old structure & fill new Cement Block with dust, managed water fall drain system also.
由于地震的破坏,操场地面重建工作的进行十分困难,我们的团队对地面进行了有效的设计。工程拆除旧结构,新水泥砌块加固,并增加了新得排水系统
